This under water fortress had been built with the purpose of connecting weapons from a satellite on a asteroid belt. That satellite was owned by kaiba corp, its one among the few that Seto was unable to destroy/tear down or deactivate, the under water fortress also functioned as a magnet.

It was meant to be placed near a country at war, so it could magnetically attract the missiles and rocket type weapon's/objects from outer space the satellite's would then be controlled and pulled closer to the fortress (where noah's world is). As long as the fortress moved near a country at war then that country could be deprived of 10 percent or more of its population.

Yet dark Malik destroyed it in episode 120.
